Youth participation in government programmes in Uganda

This report looks at youth participation in government programmes in Uganda and was commissioned by the Uganda Parliamentary Forum on Youth Affairs. This includes the extent to which youth issues are being taken care of and whether youths are participating in and benefiting from such programmes.

This report was commissioned by the Uganda Parliamentary Forum on Youth Affairs. It focuses on the participation of young people in the National Agricultural Advisory Services, Northern Uganda Social Action Fund Youth Opportunities Programme, Skilling Uganda and Youth Venture Capital Fund programmes.

The objectives of the study were to assess the appropriateness of the approaches employed by the programmes to achieve youth participation objectives, namely:

  • to assess the effectiveness of these programmes in addressing the key issues facing the youth
  • to identify and analyse the factors that have impacted on the implementation of programmes
  • to identify and describe the benefits accruing from these programmes to the youth

The report is based on a survey of young people in the districts of Kayunga, Koboko, Kotido, Kumi and Ntungamo.
