Conflict Monitoring and Land Resource Use Management for Marawi and BARMM

Conflict monitoring (Conflict Alert) and resource use management planning (RUMP) are among the core programming priorities of International Alert Philippines.

The programme has contributed to the promotion of inclusive governance and evidence-based programming and policy-making in Mindanao, the Bangsamoro, and parts of Luzon in the last decade.

The World Bank-funded project ‘Conflict Monitoring and Land Resource Use Management for Marawi and BARMM’ continues the programme and aims to strengthen capacity of multiple stakeholders in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) for participatory, inclusive and conflict-sensitive resource-based planning and management; and strengthen conflict-related data and analytical foundations for government and community decision-making.

The current project completes the 10-year dataset of Conflict Alert covering 2011-2020 and expands the coverage of the RUMP process to Marawi City and adjacent municipalities of Kapai, Bubong and Ditsaan Ramain, where issues on land and property rights remain contentious.

International Alert Philippines will implement the project through measures and actions in accordance with the Environmental and Social Standards (ESSs) of the World Bank. The Environmental and Social Commitment Plan (ESCP) of the Project outlines these measures and implementation commitments. International Alert will monitor implementation and report to the World Bank progress or adjustments necessitated by local dynamics while the World Bank will assess status and completion of the action throughout project implementation.

Stakeholder Engagement Plan

The Stakeholder Engagement Plan (SEP) forms part of the environmental and social standard (ESS) requirement of the World Bank for the implementation of the International Alert Philippines Conflict Monitoring and Land Resource Management for Marawi and BARMMProject. The SEP outlines the context-specific and conflict sensitive approaches to consultation, engagement and disclosure of stakeholders throughout the implementation of the various components of the project.
