Conflict-sensitive employment under construction

Peace and stability strategies for the private sector in Afghanistan

This project, run in partnership with the Bonn International Centre for Conversion (BICC) and The Liaison Office, helped increase the use of ‘conflict-sensitive’ investment and employment strategies in the construction, infrastructure and transport sector in Afghanistan and along the country’s border with Pakistan.

Although the Afghan government stresses the need for investment in the labour-intensive sector of construction, infrastructure and transport, its investment and employment strategy does not currently take into account the effects such development has on conflict.

This project filled this gap, based on the understanding that employment generation will be more successful if it is the product of conflict-sensitive and employment-oriented policies – and ones in which donor support is firmly integrated.

As such, this project involved empirical research to identify the drivers and challenges of conflict-sensitive employment strategies and investment in the construction, infrastructure and transport sector in Afghanistan and the Pakistan-Afghanistan border.

Through the project, pilot schemes were established on conflict-sensitive employment, in close cooperation with selected companies, with a particular focus on vulnerable groups. A concrete strategy on how to embed conflict-sensitive employment in an investment strategy was then developed and communicated to key decision-makers in Afghanistan and beyond.

This project ran from March 2015 to April 2018.
