Tajikistan and Kyrgyzstan - Upstream conflict prevention in Central Asia


This summary presents in brief the findings of an internal evaluation carried out in Tajikistan and Kyrgyzstan in February–March 2015 of the three-year project ‘Upstream conflict prevention in Central Asia’ (UCPCA). The goal of the evaluation was to identify lessons about the project’s ability to promote the desired outcome. For this reason, the focus was primarily on learning, although elements of accountability were also reviewed. The framework for the assignment was that of the OECD DAC Guidance for Evaluating Peacebuilding Activities, with a focus on three main criteria: relevance, effectiveness and sustainability.
