Consultancy-Impact evaluation of initiatives to facilitate small-scale cross-border trade on social cohesion in the Great Lakes region of Africa
International Alert wants to assess the impact of the projects implemented over the last 10 years, as well as the relevance of its approaches, by identifying recommendations that the second phase of ‘Mupaka Shamba Letu’ project (ongoing until December 2027) could take into account. In light of this, we are looking for an external consultant or consultancy firm that meets the following criteria:
– Excellent written and oral skills in French and English required, including a proven ability to write programme performance evaluation reports.
– Master’s degree in social sciences or other relevant field
– Solid and documented experience in conducting evaluations related to governance projects, peacebuilding, women’s economic empowerment and/or the transformation of gender dynamics
– Proven experience in conducting at least two impact evaluations
– Good knowledge and understanding of the Great Lakes sub-region of Africa (DRC, Rwanda, Burundi and/or Uganda)
– Knowledge of conflict sensitivity and gender transformative approaches
– Ability to interact with different categories of stakeholders, such as low-income women and men, local and national authorities, the private sector, or civil society organizations
– Excellent oral and written communication skills in French and English
– Proficiency in local languages such as Kiswahili, Kinyarwanda, Luganda and Kirundi will be an asset
If the consultant or firm proposes national agents or consultants to support the lead consultant, the above criteria will apply with the possibility of adapting the criteria below:
– Bachelor’s degree (Bac+5) in a related field, preferably in law, conflict resolution, peacebuilding, human rights, international relations, development or a related field
– At least 5 years’ experience in research and monitoring-evaluation, including at least 3 years’ experience in conducting evaluations of projects, including peacebuilding and/or access to justice projects in the Great Lakes region.
