Instrumentalisation of conflict in political discourse

This publication attempts to shed some light on the ways in which myths and dominant narratives associated with the conflicts in the South Caucasus are constructed, transmitted and used in the region. A region-wide research project examined three main modern mechanisms through which myths are created and disseminated: through history textbooks; through political discourse; and through the media, including the blogosphere. A particular focus of interest was how myths associated with the conflicts are subject to domestic political manipulation, how “enemy images” are created, and how these in turn serve to strengthen the resilience of those conflicts to resolution. In this volume, we present the research on political discourse, examining how these enemy images are utilised in the domestic politics of the South Caucasus as they enter their third decade of protracted conflict. Особое внимание уделено тому, каким образом связанные с конфликтами мифы обусловлены местными политическими манипуляциями, как создаются «образы врага» и каким образом они, в свою очередь, способствуют усилению сопротивляемости конфликтов их разрешению. В данном томе мы приводим результаты исследований политического дискурса, анализируя способы использования этих образов врага во внутренней политике Южного Кавказа, вступившего в третье десятилетие длительных конфликтов. From the series "Dialogue through Research", International Alert presents the latest analysis from its Georgian-Abkhaz dialogue process on the North Caucasus factor in the Georgian-Abkhaz conflict context. Since the 2008 war, the Georgian Government has stepped up efforts to establish links with the peoples of the North Caucasus, to draw them into mutually beneficial partner relations. The case for promoting regional stability in the context of unresolved conflicts with Abkhazia and South Ossetia and ongoing instability in the North Caucasus is strong. However, to understand the complexity of the issues, it is necessary to examine the North Caucasus factor from a number of perspectives. This collection of articles examines political and social trends in the North Caucasus, as well as historical and contemporary relations, including the North Caucasus factor in the 1992-1993 Georgian-Abkhaz and August 2008 Russian-Georgian wars.

С помощью серии «Диалог через исследования» International Alert представляет результаты последнего анализа процесса грузино-абхазского диалога [Фактор Северного Кавказа в контексте грузино-абхазского конфликта]. После войны 2008 г. правительство Грузии предпринимает целый ряд усилий для установления связей с народами Северного Кавказа и для привлечения их к взаимовыгодным партнерским отношениям. Имеются веские доводы в пользу укрепления региональной стабильности в контексте неразрешенных конфликтов с Абхазией и Южной Осетией и при отсутствии стабильности на Северном Кавказе. Однако для понимания сложности этих вопросов необходимо проанализировать северокавказский фактор с нескольких точек зрения. В данном сборнике статей проанализированы политические и социальные тенденции на Северном Кавказе, а также исторические и современные отношения, в том числе северокавказский фактор в грузино-абхазской войне 1992-1993 гг. и российско-грузинской войне августа 2008 г.

A Reflection on 15 Years of Conflict Transformation Initiatives

Since the mid-1990s, international and local civil society actors have been engaged in a wide range of initiatives aimed at transforming the conflicts in the South Caucasus. This book brings together the perspectives and reflections of both Western facilitators and local participants from opposing sides of the conflicts. While not claiming to be fully comprehensive, the initiatives described in this book demonstrate the diversity of peacebuilding, including work with politicians, economic actors, women, media, academia and cultural figures, to name a few. It offers an insider’s view of the vision and drive behind different processes, how they evolved over time, the participants’ motivations, and the authors’ own subjective assessment of success and failure.

Не претендуя на всеобъемлющий охват, инициативы, описанные в данной книге, выбраны для демонстрации разнообразия миротворческих работ, выполняемых гражданским обществом, в числе которых работа с политиками, в экономических кругах, с женщинами, детьми, учеными, деятелями культуры и др. Она предлагает взгляд изнутри на восприятие и движущие силы различных процессов, на их развитие с течением времени, на мотивацию участников, а также содержит субъективную оценку успехов и поражений самими авторами статей.

Данная публикация представляет собой анализ взглядов деловых кругов, в частности, представителей малого и среднего бизнеса (МСБ), по вопросу урегулирования транс-ингурских экономических отношений, трансформации грузино-абхазского конфликта и стимулирования политического процесса. Данный отчет является продолжением абхазско-грузинского исследовательского процесса, который был начат в 2009 г. и в более общем смысле сформировался в результате работы International Alert по тематике экономики и конфликта на Южном Кавказе. Данная работа направлена на углубленное понимание экономического измерения процесса мирного урегулирования, а также на вовлечение экономических акторов в мирное урегулирование на Южном Кавказе. Цель данного отчета двойная: во-первых, представить эмпирические доказательства и анализ мнений частного сектора по вопросу урегулирования транс-ингурских экономических отношений и тем самым стимулировать дискуссию по данному вопросу; во-вторых, предложить рекомендации по возможному способу регулирования этих отношений в интересах более широкой повестки дня трансформации конфликта.

Stakeholder analysis

The report analyses views among business communities, particularly small- and medium size enterprises (SMEs), on the issue of the regulating trans-Ingur/i economic relations, Georgian-Abkhaz conflict transformation and the invigoration of the political process. The report is a continuation of an Abkhaz-Georgian action research process which began in 2009 and evolved more generally from International Alert’s Economy and Conflict work in the South Caucasus. This work seeks to deepen understanding on the economic dimensions of peacebuilding, as well as to engage economic actors in peacebuilding in the South Caucasus. The aim of the report is two-fold: firstly, to provide empirical evidence and analysis of views within the private sector on regulating trans-Ingur/i economic relations and hence stimulating discussion on the issue; secondly, to put forward recommendations on how regulation could be conducted in order to benefit the broader conflict transformation agenda.

This publication contains a collection of articles produced by Abkhaz and Georgian experts on the subject of the political and economic dividends – or losses – that could be brought about by regulating economic relations across the Georgian-Abkhaz conflict divide. It is an outcome of an action research process that began in 2009 and evolved more generally from International Alert’s Economy and Conflict work in the South Caucasus on engaging economic actors in peacebuilding. The aim of this publication is to stimulate discussion on the potential political and economic impact of transparent and predictable cross-Ingur/i economic relations. While it does not at this point put forward any concrete models or proposals for regulating cross-Ingur/i economic relations, it attempts to lay the groundwork for further specialised research and policy recommendations. Цель данной работы – стимулировать дискуссию о возможном политическом и экономическом отражении прозрачных и предсказуемых транс-ингурских экономических отношений. Без продвижения на данном этапе определенных моделей или предложений по регулированию транс-ингурских экономических отношений, эта работа создает базу для дальнейшего специализированного исследования, направленного на практический результат, и продвижение результатов таких исследований на уровне принятия решений.
