| Stimulating a network of analysts
The disruptive effects of problems within each of the Great Lakes
core countries flow across borders all too easily. As a consequence,
analysts and policy makers have tended to focus their attention
on these cross-border problems rather than developing constructive
ideas and proposals for regional stability and shared development.
Believing that sustainable peace in the Great Lakes region requires
policy options that address cross-border issues, we have been working
towards the development of a network of independent Congolese, Burundian
and Rwandan researchers and analysts who are active in the search
for peace and development in their respective countries.
A series of meetings of a core group of analysts from the three
countries were held in 2003-4 during which they identified a number
of fundamental issues critical for building peace in the region.
A further meeting has been proposed for 2006.
