| Sri Lanka has been in a state of violent conflict since 1983, when
tensions between the Sinhalese majority and Tamil separatists erupted
into war. Twenty years of fighting followed, in which tens of thousands
died. The cease-fire agreed between the Government of Sri Lanka
and the Tigers of Tamil Eelam (LTTE) in 2002 still holds but peace
talks are frozen and it is generally accepted that there is a situation
of no peace no war.
