Working towards an equitable economic recovery in Nepal

Equitable economic recovery is a key requirement for consolidating peace in Nepal, where the economic exclusion of various groups, ownership of productive resources by a small elite, and decades of failed development have fed both poverty and multiple conflicts. Public expectations of “peace dividends” remain high and are defined largely in terms of economic opportunity. The perceived failure of the peace process to meet these expectations thus far is fuelling increased frustration, particularly amongst young people.

Conflict-sensitive adaptation to climate change

When the Koshi River which flows through the Eastern Terai region of Nepal flooded in summer 2008, it displaced more than 60,000 people, damaged the national highway, and destroyed crops. Since then, major concerns have been voiced that the fragile embankment will break in more places, flooding an even greater area.

The severity of risk is closely linked to the poor maintenance of dams and river barriers. Responsibility thus ultimately lies with the government.

Advocating for youth-friendly justice and security reform in Nepal

Fostering a constructive role for youth

International Alert, together with partners Equal Access Nepal and Youth Action Nepal organised a series of interaction programmes with members of the Constituent Assembly (CA) of Nepal and representatives of the Ministry of Youth and Sports. The programmes were aimed at advocating for issues and concerns that came out of a research and dialogue process, part of a three-year initiative funded by the Norwegian Ministry of Foreign Affairs, which seeks to contribute to building and fostering a constructive role for youth by ensuring their access to security and justice in Nepal.

What role for the private sector?

Acknowledging that the rehabilitation of ex-combatants is critical to sustainable peace in Nepal, which is in turn crucial for long-term economic development, a recent workshop of private sector leaders in Kathmandu resulted in a display of willingness and openness towards providing support to ex-combatants, when and as required by the government and political parties.

One key weakness of the current peace process in Nepal is the failure to address diverse and complex security needs at the local level, while focusing instead on the issues of national security over community security, and physical security over human security. The peace process has therefore failed to address a fundamental underlying cause of the conflict - the ingrained culture of exclusivity that characterises every arena of public life in Nepal and which perpetuates the insecurity of many vulnerable and marginalised groups.

Friends for Peace and International Alert undertook research in Morang, Makawanpur, Kailali and Jumla to assess the existing community security situation, people’s perceptions towards it and prospects for the future. The research was based on individual and group interviews and wider community interactions and was led by the communities themselves.

The accessible and accountable provision of security and justice is a key requirement for ensuring sustainable peace and economic and social development. In Nepal, there is an urgent need to address issues related to security provision and the security sector as part of the ongoing peace process. Success in security sector reform (SSR) is vital in ensuring the improvements to governance, without which further violent conflict in Nepal is likely.

This briefing aims to connect the public security and security sector reform (SSR) agendas in Nepal in order to inform ongoing discussions amongst donors and to explore the role that the EU could play in future security-enhancing activities in the country.

This is the second of two briefing papers produced as part of a year-long initiative aimed at reinvigorating the debate on reintegration. Based on research in Burundi, Liberia and Nepal, it discusses why the lessons of past reintegration programmes are not being learned and what implications this has for future EU disarmament, demobilisation and reintegration (DDR) programming. It was used in draft form to inform discussions at an Alert Roundtable held in Brussels in November 2009.
