Community and Capacity (DRC)

Dear Secretary-General,

As NGOs working in the eastern Democratic Republic of the Congo (DRC), we remain very concerned by the grave humanitarian situation that continues to severely affect the civilian population, characterized by persistent high levels of violence, human rights abuses and violations of international humanitarian law. Renewed fighting between M23 and FARDC around Goma this month highlights the significant and continuing insecurity faced by communities.

For years the international community has attempted to help stabilize Eastern DRC, at the expense of billions of dollars, yet sustainable peace remains elusive. Elections in November 2011 were widely seen as lacking credibility¹ and provincial and local elections have been delayed indefinitely. There has been scant progress on critical reforms in justice, security, land and governance. Successive military campaigns have failed to remove foreign and domestic armed groups and have increased the population’s suffering causing large scale displacement.

Depuis plusieurs années la communauté internationale a essaye de stabiliser l'Est de la RDC, a un cout des milliards de dollars, mais cette paix durable continue de faire défaut. Les élections présidentielles et législatives de novembre 2011 étaient perçues comme étant peu crédibles¹ et en ce qui concerne les élections provinciales et locales, elles ont été reportées indéfiniment. Peu de progrès ont été constatés quant aux réformes cruciales dans les secteurs de la justice, la sécurité, les affaires foncières et de la gouvernance.

On 11th October, International Alert released a new report – Ending the deadlock: Towards a new vision of peace in eastern DRC – which proposes a comprehensive approach to building lasting peace and stability in the Democratic Republic of Congo.

This report demonstrates how the conflicts in the east of Democratic Republic of Congo are embedded in Congolese history and how they relate mainly to the distribution of power and economic resources, influenced by the ethnic identity of the various parties. The conflicts combine local aspects along with the dynamics of regional war, which explains their particular complexity. This report analyses the various programmes aimed at restoring peace in the country, concluding that they have not addressed the root causes of conflict.

Bien que de nombreuses études publiées au cours de la décennie qui vient de s’écouler aient souligné le rôle central joué par l’exploitation minière artisanale et à petite échelle du coltan, de l’or et de la cassitérite dans les conflits qui continuent de secouer la République Démocratique du Congo (RDC), le mode opératoire des différents acteurs participant à l’exploitation et au commerce de ces minerais reste mal connu.

Menée dans le cadre du programme d’"Appui à la paix et à la stabilisation à l’Est de la République Démocratique du Congo" de la Commission Européenne, cette étude vise à mieux comprendre le rôle de la société civile dans la construction de la paix. S’appuyant sur les résultats d’une recherche de terrain, l’étude a recensé plus de 150 organisations. Le rapport dresse les contours du secteur de la paix et aide à comprendre les enjeux auxquels les acteurs font face.

International Alert recently published a report on Refugee return to eastern DRC, a discussion document that explores and warns of the dangers posed by the issue of returning refugees from Rwanda to North Kivu in the east of the Democratic Republic of Congo.

International Alert recently took part in a meeting with ten Dutch INGOs and representatives from the Dutch Ministry of Foreign Affairs to discuss local governance in the DRC.

In 2006, elections were held in the DRC amid high hopes that they would bring about positive change for Congolese people and mark a turning point after decades of weak and unaccountable governance, which remains a primary driver of this country’s instability.

Last month, International Alert conducted a week long communication training course for local peacebuilding organisations active in the eastern Democratic Republic of the Congo (DRC). The training took place against a backdrop of renewed fighting and multiple atrocities having been reported on all sides.

Local organisations taking part in the training were long term partners of the Life and Peace Institute, which is one of our partners in Bukavu, South Kivu province.

International Alert and Réseau Haki na Amani, a Congolese NGO, have recently published a manual in order to support local communities dealing with land conflicts in Ituri, a North-eastern district of the Democratic Republic of Congo.
