A host of publications over the last decade have highlighted the important role played by artisanal and small-scale mining of coltan, gold and cassiterite in the ongoing conflict in the Democratic Republic of Congo (DRC), yet there is still little awareness of the modus operandi of the various actors involved in the exploitation and trade of these minerals. It is vitally important that initiatives aimed at reforming the artisanal mining industry are based on a thorough knowledge of the political, economic and social dynamics at the grassroots level.

A report analyses networks within the mining sector and their links to military, economic and political actors in eastern DRC, focusing on the provinces of North and South Kivu, and Ituri District in Orientale Province.

Perceptions and responses

Equitable economic recovery and improved public security are both key requirements for consolidating peace in Nepal. The private sector is deeply affected by insecurity: increasing criminality, forced donations, strikes, shutdowns and labour unrest stifle production and undermine investor confidence. At the same time, irresponsible and sometimes illicit business practice further fuels this cycle of public insecurity, resulting in yet more economic hardship. Breaking this cycle therefore has to be in the interest of responsible business leaders across Nepal.

This short briefing paper highlights key security concerns for the Nepali private sector and explores the role business can play in contributing to and mitigating insecurity. It identifies entry points from which various stakeholders, including the private sector, government, civil society and the international community, may seek to encourage improved public security in the country.

Sexual violence continues unabated in Eastern DRC, despite the signing of various peace accords from 2003 onwards and the promulgation of the 2006 Laws sanctioning sexual violence. This report focuses on community perceptions of sexual violence in Eastern DRC and shows that the persistence of sexual abuse against women but also increasingly against grown men and children is considered by communities in Eastern DRC as one the primary indicator that war is not yet over.

Working with the Grain to Change the Grain

Moving beyond the Millennium Development Goals

September, 2010
International Alert

A UN Summit in September will review progress towards the Millennium Development Goals. It will find that they are not going to be met by 2015 as planned. But rather than push for an “MDG Rescue Plan” as some are proposing, it is time to ask some hard questions about how societies change, and what we really mean by "development".

This report proposes a new model for defining and measuring development progress, and makes practical recommendations about how aid can become more effective in promoting, supporting and enabling human progress, especially in so-called fragile states.

Cette étude examine l’accès, l’utilisation et la gestion des terres et leurs rapports avec les causes premières de conflit au Nord- et Sud-Kivu et en Ituri. Elle a pour objectif de mettre en évidence

This study identifies disputed control over land as a root cause of conflict in the Eastern Democratic Republic of Congo (DRC). The report focuses on conflicts between customary and state-run land tenure systems, as well as claims by some communities to “indigenous” status which are used to relegate others to “migrant” or “foreigner” status. Waves of population displacement have created overlapping claims to land, and an ongoing process of refugee return is currently increasing tensions over these claims in parts of Eastern DRC. The report examines efforts to manage this return process and offers recommendations for action by local and international actors.

International Alert

Informal mining and illicit trading of minerals has long been associated with violent conflicts in the Kivu provinces of eastern Congo. Coltan from the Kivus became particularly well known around the world at the turn of the century because of its use in the manufacture of mobile phones. Gold, which has soared in value as a result of the global financial crisis, also comes in significant quantities from these provinces and the adjacent district of Ituri. The sites in the Kivus and Ituri are now well known and have been mapped.

Analysis of the mining sector in the Kivu Hinterlands and identifies mining sites, transport means and the export routes that operate mainly though the commercial centres of Bukavu, Goma and Butembo.

Despite notable positive developments in many post-conflict countries in Africa, women’s representation in the parliaments of Liberia and Sierra Leone remains low and elections are still a considerable source of tension. This paper draws on local views to provide a largely qualitative assessment of the current state of women’s political participation in the two countries ahead of their forthcoming elections. It initially identifies the expanding opportunities for women that have emerged since conflict ended and shows how accompanying trends affect their greater participation.

International Alert

This practice note offers options for economic development planners and practitioners for promoting accountable and conflict-sensitive governance of natural resource wealth. The presence of significant natural resource endowments has been documented as contributing to the outbreak of conflict as different parties compete for control over resource-rich territory, fuelling conflict through revenues generated by extractive resources, and undermining peace processes as powerful individuals or groups refuse to give up what they regard as their fair share of the spoils.
