Le petit commerce transfrontalier de produits vivriers entre la RDC et le Rwanda est à la base de l’économie de survie de milliers d’individus de parts et d’autres de la frontière. Ce rapport analyse ce type de commerce entre les villes de Goma (RD Congo) et Gisenyi (Rwanda) et les relations qu’entretiennent les femmes commerçantes congolaises et rwandaises, afin de pouvoir comprendre l’impact que l’amélioration de ce commerce pourrait avoir sur les relations de bon voisinage, de paix et de sécurité entre les deux pays. Le rapport est basé sur une importante recherche de terrain et les`résultats sont utilisés dans le but d’améliorer le dialogue entre les femmes commerçantes congolaises et rwandaises pour renforcer les liens de confiance, en visant des questions d’intérêt commun. Parmi les recommandations faites aux commerçant(e)s, aux autorités congolaises et rwandaises ainsi qu’aux institutions régionales, ce rapport cite l’établissement de marchés transfrontaliers, d’accords de coopération pour le petit commerce transfrontalier et d’un réseau de commerçant(e)s congolais(es) et rwandais(es).

Inter-community violence and successive wars and rebellions have caused large-scale displacement of populations in the Great Lakes region of Africa. And when refugees and internally displaced people return, that can be the pretext for further outbreaks of violence. The displacement of people and also their return can often be exploited by political interests, and even if the people themselves are not being manipulated, rumours and false information can be orchestrated to heighten fears and tensions between communities. All these things are happening to some degree in the east of DRC, particularly at present in North Kivu. This short report is issued by International Alert to warn of the dangers and advocate action that should be taken.

The Role Of The Exploitation Of Natural Resources In Fuelling And Prolonging Crises In The Eastern DRC

For more than a decade, research has stressed the importance of the economic dimension of conflict, and of the economic interests of belligerents. Competition among political, military and business actors for the control of mineral resources in the east of the country is being increasingly recognised as a pivotal factor in assessing the causes of instability in the Democratic Republic of Congo. This report is based on a thorough review of all the main literature on the subject since the year 2000. It describes and assesses the different categories of actors and the processes, chains and linkages that are involved in mining and trading of minerals in the Kivu provinces and in the territory of Ituri. It also reveals some of the main gaps in the information on the issue that is needed to develop and refine more effective peace-building strategies by national and international interveners.

Ce rapport est basé sur un examen approfondi des principaux documents écrits sur le sujet depuis l'an 2000. Il décrit et évalue les différentes catégories d'acteurs, de processus, les chaînes et les liens impliqués dans le secteur minier et le commerce des minerais dans les provinces du Kivu et dans le territoire de l'Ituri. Il révèle également certaines lacunes principales d'informations sur la question, nécessaires aux intervenants nationaux et internationaux pour développer et affiner des stratégies d'édification de la paix plus efficaces.

A major challenge to improving human security and establishing sustainable peace in countries emerging from violent conflict is how to reintegrate ex-combatants into a peacetime society and economy. This is the first of two briefing papers produced as part of a year-long initiative aimed at reinvigorating the debate on reintegration. It aims to provide a platform for linking a broader range of actors who could be involved in ensuring the related aspects of the disarmament, demobilisation and reintegration (DDR) concept move beyond policy to practice, and to explore what role the EU can play in reintegration. It discusses why socio-economic reintegration is important, what challenges it faces, what approaches are being pursued, and what factors constrain successful implementation. It was used in draft form to inform discussions at an Alert Roundtable held in Brussels in September 2009.

This report explores the complexities of responding to climate change in fragile and conflict affected contexts. It highlights the interaction between the impact of climate change and the social and political realities in which people live and stresses that it is this that will determine their capacity to adapt. To be effective, the goal of policy responses must be to address the political dimension of adapting to climate change, and the underlying causes of vulnerability where the state is unable to carry out its core functions. The report sets out five policy objectives and some key observations on getting the institutional structures right in order to achieve this goal. The reports findings urge policy makers to look beyond technical fixes and to address the interlinked political, social and institutional constraints to effective responses.

This discovery of oil, taking place within a context of a variety of tensions that exist on both sides of the DRC-Uganda border, represents a potential risk of conflict and presents a peacebuilding challenge for local communities, the government, private sector investors, donors and civil society. With a proactive approach that takes into account conflict risks, the dual dividend of peace and development can be realised through the equitable and transparent exploitation of this resource.

Dialogue on security guarantees in the context of the Georgian-Abkhaz conflict

This paper presents the separate analyses of both Georgian and Abkhaz civil society experts on the need for security guarantees, the reasons why the sides have been unable to agree on them as well as barriers and opportunities for future agreements.  In itself, the document reflects the achievement of Alert’s long-term engagement as a facilitator of dialogue between Georgian and Abkhaz civil society leaders. It reflects an advance in the dialogue process while contributing to the debate around security guarantees. 

This publication is an attempt to present a new analytical framework for dialogue to stimulate communication and debate across the conflict divide. It should be of equal interest to Georgian and Abkhaz societies, hopefully bringing the perspective of the other side into internal debates, while helping international actors with an interest in peaceful resolution of the conflict to understand Georgian & Abkhaz perspectives better.

Inclusive Peace in Muslim Mindanao: Revisiting the dynamics of conflict and exclusion

This paper argues that at the core of the problem of persistent violence in Mindanao is the exclusionary political economy that is developed and sustained through a complex system of contest and violence. “Rebellion-related” violence relating to the vertical armed challenges against the infrastructure of the state combines with “inter- or intra-clan and group violence” relating to horizontal armed challenges between and among families, clans, and tribes. These two types of conflict interact in ways that are poorly understood and which sustain conditions serving the interests of those with access to economic and political power at the expense of the majority of those in Mindanao. The publication informs a dialogue process now underway in Mindanao exploring the key issues raised through the research.

The case of Northern Uganda illustrates the pitfalls that exist for those who seek to ‘move early’ to lay the foundations for economic recovery following the signing of a peace agreement, or even in the absence of one. The report identifies several elements and priorities for enabling a peace economy in the region, including facilitating peaceful return of IDPs and mitigating land conflicts; offering opportunities for youth; and promoting conflict-sensitive investment.

The report discusses the complex links between political and economic causes, as well as legacies, of conflict. To address them, effective partnerships need to be forged between different actors, including government, development agencies and civil society. In particular, the report highlights that reaching out to the business community is key, bearing in mind however the huge diversity of the Nepali private sector, and the numerous challenges it currently faces.

In Sri Lanka several policy initiatives in the past have not led to significant reforms or changes in dynamics that exclude young people from both political and economic spheres in society. The report argues that more nuance is needed in the frequently made argument that ‘youth unemployment causes armed conflict’. This needs to reflect both the multiple factors feeding young people’s frustrations and grievances in conflict contexts; and the multiple barriers young people face in entering the job market.

This report seeks to present some of the experiences of the Colombian government and the international community’s efforts to generate economic opportunities for conflict-affected populations in Colombia, and reflect on lessons for policy and practice elsewhere.

Global Monitoring Checklist on Women Peace and Security

The Global Monitoring Checklist is a pilot research project designed to contribute towards international understanding on women, peace and security efforts. It highlights relevant activities at the local and national level by women, civil society, national governments and the international community. It is not a comprehensive survey of all initiatives relating to women, peace and security; rather, it is a first step in gathering and collating information that links directly to UNSCR 1325 implementation.

International Alert is an active member Gender Action for Peace and Security UK (GAPS) and also hosts the working group at the London offices. GAPS is a research and advocacy group working to bridge the gap between the realities of women (activists and non-activists) at the local level in conflict and post-conflict regions with UK decision makers and practitioners working on peace and security.

Security for Whom?: Security Sector Reform and Public Security in Nepal

The accessible and accountable provision of security and justice is a key requirement for ensuring sustainable peace and economic and social development. In Nepal, there is an urgent need to address issues related to security provision and the security sector as part of the ongoing peace process. Success in security sector reform (SSR) is vital in ensuring the improvements to governance, without which further violent conflict in Nepal is likely. However, given the sensitivities that SSR terminology evokes, thought needs to be given to what can be done in the short term under the banner of public security to lay the groundwork for SSR. If something is not done to address the current public security situation, then any longer-term SSR initiatives will be jeopardised.

This briefing forms part of the EU-financed Initiative for Peacebuilding (IfP) It aims to connect the public security and SSR agendas in Nepal in order to inform ongoing discussions amongst donors and to explore the role that the EU could play in future security-enhancing activities in Nepal.

Integrating women’s priorities into peacebuilding processes: Experiences of monitoring and advocacy in Burundi and Sierra Leone

Women peacebuilders in various conflict-affected countries face very similar challenges as they attempt to integrate women’s interests in peacebuilding policy processes and civil society actors from different countries can potentially learn a lot from exchanging experiences with each other. This report outlines the findings and recommendations of a workshop with representatives from Burundian and Sierra Leonean civil society organisations working in the field of gender equality and women’s empowerment organised by International Alert on 25th to 29th February 2008. The aim of the five-day workshop was to exchange experiences, discuss common challenges and strengthen future collaboration in order to support the integration of gender-related priorities into peacebuilding processes. Throughout the workshop, a number of key policy issues relevant to civil society actors in both countries were raised. A central concern across all issues was the challenge that civil society organisations face in attempting to integrate gender perspectives into peacebuilding policies, particularly security-related activities, and then effectively monitoring the implementation of these policies. The workshop resulted in a number of findings and recommendations that can be built on to ensure enhanced support for women’s organizations to monitor and advocate for the inclusion of gender perspectives in peacebuilding processes.

Building a Peace Economy in Northern Uganda: Conflict-sensitive approaches to recovery and growth

The attention and interest of the various stakeholders in rebuilding Northern Uganda’s economy as part of peace and recovery present critically important opportunities for positive change and a move to sustainable peace in the region, following years of economic decline and underdevelopment during the decades of conflict. But how strategic are these plans, given the challenges that persist, and when seen from a peacebuilding perspective? Are the opportunities to address root causes, immediate consequences, and ongoing threats of war being seized? What are the unforeseen risks of a re-emergence of conflict posed by some approaches? And how can these best be mitigated?

This first issue of International Alert’s Investing in Peace briefing paper series seeks to answer these questions, in order to serve as a stimulus to more conflict-sensitive policy and practice. Its intended audience are policy-makers and implementers in central and local government, as well as development partners (including NGOs), and private sector local to, or doing business in, the region. In order to contextualise its analysis, the report presents an overview of the political economy of war in Northern Uganda, before proceeding to review the different interventions being made or proposed for the region’s economic recovery.

This is the report of a consultation workshop jointly organised by International Alert and the Eastern African Sub-Regional Support Initiative for the Advancement of Women (EASSI) in partnership with the Women and Gender Studies Department at Makerere University. The workshop is part of a regional research project aimed at assessing the impact of women’s political participation in countries emerging from conflict in the Great Lakes Region of Africa. The workshop was attended by members of civil society, parliamentarians, provincial governors, and International Alert and EASSI partners from Burundi, Rwanda, Uganda and the DRC. The discussions focused amongst others, on issues such as the nature of women’s participation, factors facilitating women’s participation in political transition processes and hindrances and constraints to women’s participation.

This paper will discuss the diverse roles played by the private sector during Track 1 peace processes in particular, drawing on a variety of examples from different contexts. These examples illustrate that where the private sector enjoys credibility (sometimes higher than state parties), has access to conflict parties, and a strategic interest in the resolution of a conflict, it can become actively involved and have significant impact on the course of a peace process, for better or worse.

Improving EU Responses to Gender and Peacebuilding: Priority Action Areas for the European Commission

This briefing outlines the key findings of the recent study on Enhancing the EU Response to Women and Armed Conflict commissioned by the Slovenian Presidency of the EU, and discusses the recommendations in relation to the European Commission. Although the EU has repeatedly committed itself to the need for the full implementation of the United Nations Security Council Resolution 1325 on women, peace and security, current EU interventions in conflict-affected contexts lack a clear gender and conflict analysis and women continue to be marginalised from peacebuilding initiatives.

This study outlines the particular development challenges confronting international actors in fragile and conflict-affected countries, and gives a summary of the World Bank’s evolving approach to those challenges. The study then sets out certain key problems which, despite recent improvements, continue to reduce the quality of the Bank’s impacts. Noting the inconsistencies in the Bank’s approaches, it assesses the factors that determine the Bank’s ability to deal with, and help address, the immense complexity of its operating environments. It concludes with recommendations for improving approaches to those complexities.

This is the report of a consultation workshop jointly organised by International Alert and the Eastern African Sub-Regional Support Initiative for the Advancement of Women (EASSI) in partnership with the Women and Gender Studies Department at Makerere University. The workshop is part of a regional research project aimed at assessing the impact of women’s political participation in countries emerging from conflict in the Great Lakes Region of Africa. The workshop was attended by members of civil society, parliamentarians, provincial governors, and International Alert and EASSI partners from Burundi, Rwanda, Uganda and the DRC. The discussions focused amongst others, on issues such as the nature of women’s participation, factors facilitating women’s participation in political transition processes and hindrances and constraints to women’s participation.

Based on a survey of 1,113 enterprises in six Colombian cities, this report presents the perceptions of costs suffered by domestic enterprises operating in a context of armed conflict. The study assesses the direct as well as indirect economic effects of the armed conflict, for example the impacts of armed actors present in a company’s operating environment, company growth rates, and community relations strategies. It reveals sectoral and geographic differences in how costs are spread among different types of enterprises, with some more vulnerable than others.

Ensuring that gender issues are integrated into security policies may increase participation and local ownership, and create policies and institutions that are more likely to effectively and sustainably provide security and justice to men, women, girls and boys on an equitable basis. The tool is designed to be a resource for staff responsible for initiating security policy-making processes within the executive branch of government, including those responsible for drafting, implementing and evaluating security policies. In addition, the tool may be useful to a variety of other actors involved in security policy-making processes, including parliamentarians and parliamentary staffers, ministerial staff, civil society organisations, municipallevel government, international and regional organisations, and donor countries supporting the development of security policies.

Reform of the Coffee Sector in Burundi: Prospects for Participation, Prosperity and Peace

Coffee farming plays a vital role in the Burundian economy. It is the main industry and export product of the country and provides important income for the roughly 600,000 families (about 40% of the population) who grow it. Reforms of the coffee sector have continued with greater deregulation and privatization, but this process takes places in a specific political and economic context: on the one hand there is a new democratically elected government and generalized poverty which has been aggravated by 10 years of civil war. On the other hand there is a turmoil of diverging interests which will only intensify as reforms proceed. Meanwhile, the movement of coffee growers claims ownership over coffee production and thus seeks control over a good part of the state’s shares in the sector, as well as active participation in all decisions concerning the sector. Faced with this issue, International Alert wishes to contribute to the debate and to propose solutions that will allow the reforms to proceed in a way that serves the common interest of all the players involved. The ultimate aim of the report is to contribute to the prevention of conflicts that could arise in connection with the reforms.

Les réformes de la filière café, entamées depuis 1990 mais inachevées, se sont poursuivies par la suite avec une plus grande libéralisation dans le secteur qui s’est manifesté par l’entrée dans certaines fonctions des opérateurs privés notamment dans l’exportation, le déparchage et plus récemment (mais encore timidement) dans la torréfaction. International Alert a voulu proposer des voies de solutions pour que les réformes de la filière café puissent se faire pour l’intérêt commun des principaux intervenants dans le secteur café. Le but ultime de cet exercice est d’oeuvrer pour prévenir des conflits qui pourraient en résulter.

Mr. Tripathi points out the interconnectedness of severe human rights abuses in violent conflict with certain corporate practices, drawing on examples from Africa, Asia and Latin America, and shows that voluntary initiatives alone are not enough to ensure that companies, particularly in the extractive sector, act as per the law or best practices. While human rights impact assessments and conflict risk assessments are not sufficient, they are necessary in guiding corporate practices, and he provides examples from Alert's work in Colombia, in implementing Alert's 'Conflict Sensitive Business Practices: Guidance for the Extractive Sector (CSBP)' with respect to two projects in Colombia.

The UN Peacebuilding Commission: A Chance to Build Peace More Effectively (The Case of Burundi)

Set up during 2006 with peacebuilding as its sole objective, the UN Peacebuilding Commission has the potential to use its intergovernmental voice to focus attention on the factors that could drive a renewal of conflict. In this light, Alert submitted recommendations in late 2006 on how the PBC could most effectively orientate its short and long-term support to the process of improving security and sustaining peace, for men and women, in Burundi. More widely, this publication also looks at the main challenges for the PBC and how it should focus its activities. The recommendations aim also to draw the PBC’s attention to the “where” and “how” of its engagement. Although Central Asia has remained relatively peaceful in the years since the break-up of the Soviet Union, there is still a considerable potential for conflict in the region. The Strategic Framework for Peacebuilding provides an in-depth analysis of conflict potential in Central Asia, from which it derives a peacebuilding strategy. The report focuses its attention on three states: Kyrgyzstan, Tajikistan and Uzbekistan. The regional context (Afghanistan) and the influence and interest of major powers (USA, Russia, China) in the region are also taken into account, as are common regional factors like strict border regimes cutting through communities, the complex ethnic situation in the Ferghana valley, the drug trade and the threat of Islamism. The headline conclusion is that the central threat to stability lies not, as has long been thought, in ethnic rivalries or competition over resources, but rather in the relationship between the citizens and the state.

This Review of the Education For All (EFA) programme in Nepal was commissioned by the Finnish Embassy on behalf of the group of supporting donors and undertaken by a team of consultants contracted by International Alert. There are, however, a number of serious deficiencies in implementation and donors could focus their efforts in relation to the EFA programme more sharply ‘on’ conflict.

Although Central Asia has remained relatively peaceful in the years since the break-up of the Soviet Union, there is still a considerable potential for conflict in the region. The Strategic Framework for Peacebuilding provides an in-depth analysis of conflict potential in Central Asia, from which it derives a peacebuilding strategy. The report focuses its attention on three states: Kyrgyzstan, Tajikistan and Uzbekistan. The regional context (Afghanistan) and the influence and interest of major powers (USA, Russia, China) in the region are also taken into account, as are common regional factors like strict border regimes cutting through communities, the complex ethnic situation in the Ferghana valley, the drug trade and the threat of islamism. The headline conclusion is that the central threat to stability lies not, as has long been thought, in ethnic rivalries or competition over resources, but rather in the relationship between the citizens and the state.

Until now the financial sector has had limited involvement in international debates on business and conflict. This background paper seeks to stimulate greater consideration of conflict risk and a more constructive path for project finance backed investments in conflict-prone regions. While there is a cluster of factors that point to project financiers’ particular exposure to conflict risk, the project finance community is at the same time well-placed to take remedial steps, to both protect their own investments and ensure that their business is not impacting negatively on those affected by violent conflict or the wider objectives of their own institutions. This paper looks at the connections between conflict and project finance, and explores how financial institutions may adopt a ‘conflict-sensitive’ approach to finance by improving their understanding of the two-way relationship between projects and violent conflict.
